Making Sense of Community Protection Warnings: Guidance, Case Law and Practical Insights

Janine Green and Kuljit Bhogal KC from Cornerstone Barristers come together in this session to explore the role of Community Protection Warnings (CPWs) and Notices (CPNs) within the framework of the Anti-social Behaviour, Crime and Policing Act 2014.

Together they explore the purpose and legal framework behind CPWs, how statutory guidance should shape practice, and what case law tells us about proportionality, language, conditions, and vulnerable individuals. The session covers common practitioner questions – from expiry dates and serving warnings by email, to tackling specific behaviours such as noise nuisance, barking dogs, and items left in communal areas.

With nearly 600 delegates in attendance, the discussion highlights the importance of acting proportionately, documenting decisions, and considering human rights and equality obligations. The speakers also address how CPWs interact with wider enforcement options, offering practical insights and considerations that practitioners can take away to strengthen their approach.
