Change is coming for everyone working in ASB. The Crime & Policing Act, increasing case complexity, and growing expectations around professionalism, partnership working and early intervention are all reshaping the sector.

#ASB12 will bring together professionals from housing, policing, local authorities, law and the third sector for a day of practical insight, sector discussion and future-focused thinking. A warm welcome from our Chair Matt Baird and Partner Janine Green will open #ASB12 with reflections on the changing ASB landscape, the challenges facing frontline practitioners and the key themes shaping the day ahead.

Speakers: Kuljit Bhogal KC & Jo Grimshaw

This highly practical session will take delegates through the full process of obtaining and managing Closure Orders, combining legal requirements, statutory guidance, case law and frontline best practice.

The session will break down each stage of the process, including evidence gathering, consultation, drafting notices, managing proceedings and enforcing orders, helping delegates build confidence in using the powers effectively and lawfully.

With updates arising from the Crime and Policing Act, the session will also explore what practitioners need to change, review or strengthen within their existing processes. Delegates will leave with practical frameworks, example approaches and tools they can apply directly within their own organisations.

The Crime and Policing Act introduces important new powers relating to exploitation, including extended Closure Powers, the criminalisation of cuckooing and new Youth Diversion Orders.

However, effectively responding to exploitation requires more than understanding legislation alone. Practitioners must also recognise the complex realities, vulnerabilities and patterns that sit behind these cases.

In this session, Dr Grace Robinson will explore the practical challenges associated with identifying and managing exploitation, alongside the opportunities and responsibilities created by the new powers. Drawing on case reviews, frontline learning and emerging practice, delegates will leave with greater confidence in recognising risk, understanding vulnerability and responding effectively within partnership settings.

Environmental crime continues to have a significant impact on communities, neighbourhood confidence and perceptions of safety, placing increasing pressure on organisations to respond effectively and collaboratively.

This session will explore the strengthened powers introduced through the Crime and Policing Act alongside practical approaches to tackling environmental crime in operational settings. Delegates will gain insight into current challenges, enforcement tools, partnership working and examples of effective practice from across the sector.

The session will also consider the growing expectations placed on social landlords and community safety partners in maintaining safe, clean and well-managed neighbourhoods.

With the introduction of Respect Orders through the Crime and Policing Act, practitioners will need clear and legally robust processes in place to ensure the powers are used effectively and proportionately.

This practical session will explore the full lifecycle of a Respect Order, from case suitability and evidence gathering through to drafting conditions, managing orders and responding to breaches.

Delegates will also explore the new legislative requirements surrounding risk assessments and written warnings, leaving the session with practical tools, operational insight and example documentation to support implementation within day-to-day ASB case management.

This panel session will explore the practical, operational and legal considerations involved in making ASB services more accessible, particularly for neurodivergent individuals and those requiring additional support or reasonable adjustments.

Bringing together perspectives from housing, policing, legal practice and technology, the discussion will examine barriers faced by victims, emerging research, examples of effective practice and the role organisations play in creating services that people can engage with confidently and safely.

Delegates will leave with greater understanding of both the legal framework and the practical changes that can improve accessibility within frontline ASB case management.
