Consultation on changes to the TI&A Standard
The Regulator of Social Housing has opened a new consultation on proposed updates to the Transparency, Influence and Accountability Standard. Published today, the consultation reflects the government’s recent direction to embed the new competence and conduct requirements and the Social Tenant Access to Information Requirements within the consumer standards framework. It also includes a small number of changes to the Tenant Satisfaction Measures and proposes a new measure on electrical safety checks following recent regulatory changes.
For ASB and community safety teams, the relevance sits in the increasing expectation around openness, consistent professional conduct and clear communication with residents. The strengthened TI&A Standard places greater emphasis on the visibility of decision making, accessible information, and showing how resident voice influences practice. These expectations cut across case handling, complaint responses, policy updates and the way organisations evidence proportionality and learning.
The consultation is open until 6.30pm on 6 March 2026. Providers and practitioners may want to consider how the proposed changes align with current approaches to ASB casework, resident engagement and organisational assurance.

Crime and Policing Bill returns to the House of Lords
The Crime and Policing Bill is back in the House of Lords this week for committee stage scrutiny. This phase allows peers to examine the detail of the proposals line by line, raise concerns and push for amendments. The ASB elements of the Bill such as Respect Orders, targeted prevention measures and changes to enforcement powers may attract further debate as the committee progresses.
We will continue to monitor the discussions and share any developments relevant to ASB practitioners and community safety teams as soon as they emerge.

This Week’s Top Tip - How CBO’s can relieve pressure on communities
A two-year Criminal Behaviour Order has just been granted in Eston, Cleveland following repeated thefts and persistent ASB affecting several retailers. It is a strong partnership outcome and a good reminder that some tools work best when we are confident enough to use them.

“Having worked in the Cleveland area myself, I know how much pressure a single individual can place on local businesses and communities when the behaviour continues across different locations.
Here is my practical tip… If you are dealing with a persistent offender who is harming multiple locations or repeatedly targeting the same businesses, complete a structured impact assessment and map the behaviour across the area. You will often find you already have enough evidence to justify exploring a CBO, even if it has not been considered yet.
CBOs are still underused, and that means missed opportunities to give retailers, staff and residents the reassurance they need.
A case like this shows what is possible when partners commit to the process. If the behaviour is ongoing and the evidence is there, it is worth taking a second look.”

Darren and Janine’s Weekly Round Up
This week has been spent exploring ASB training needs for Registered Housing Providers and Local Authorities up and down the country. The key focus has been effective communication, building trust and managing customer expectations to ensure that organisations “get things right from the start” and give themselves the best possible chance of achieve positive, victim-centred outcomes.
We are receiving a lot of requests to carry out independent audits of live cases involving customers from a range of different tenures throughout our communities. This is area of work that is of great interest and importance to us. External scrutiny can prove invaluable as we can act as a useful sounding board and critical friend as we are able to relate to these situations through our experience of frontline practice and strategic decision making.
