Manchester Police Highlight Grooming Issue Through Vape Shops
The Manchester police have highlighted a concerning trend where children are being targeted and groomed by criminals in vape shops. These criminals offer freebies to lure children into the shops, where they are then manipulated and coerced into criminal activities or sexual exploitation. The exploitation extends to online platforms like Snapchat, where live location sharing is used to track and blackmail children who visit these shops.
Operation Avro, a force-wide initiative, resulted in numerous arrests related to sexual offenses, possession of indecent images, and drug-related crimes. In addition to targeting individuals, the operation raided shops suspected of selling illegal vapes, seizing thousands of pounds worth of illegal devices and other illicit items.

Janine’s Thoughts: There is a real need for collaborative working if we are going to make serious inroads into tackling organised crime like what has been documented here. AS ASB professionals, there are a number of tools which can be deployed to combat this issue:
- Closure Orders: Shut down vape shops engaged in exploitation (as seen in the recent case in Boston where six shops were closed)
- Civil Injunctions: Impose specific requirements to prevent harm.
- Licensing Restrictions: Prohibiting sales to minors and mandating staff training.
By leveraging ASB powers effectively, authorities can take decisive action to tackle the activities which are contributing to illegal activity, and support initiatives that safeguard vulnerable individuals from harm.

The Youth Justice Board have launched a new resource hub to serve as a platform for sharing the most recent guidance, toolkits, legislation, evidence, reports and best practice resources. Tailored for youth justice professionals, academics, researchers, students, and volunteers striving to enhance outcomes for children, the Resource Hub is a comprehensive source for all things youth justice.
