meet Janine Green

Janine Green is a nationally recognised authority on anti-social behaviour (ASB) and community safety, combining specialist knowledge with practical solutions. Through her consultancy, she supports housing providers, local authorities, and corporations with service reviews, policy development, training, and independent chairing of ASB case review panels.

Experience & Contribution

She is a Subject Matter Expert with the National Counter Terrorism Unit and the Metropolitan Police, advising on the use of civil interventions to address serious crime and national security concerns. Janine also holds several governance roles, including Lay Member of the First Tier Property Tribunal (Scotland), Panellist for the Bar Tribunals and Adjudication Service and the Nursing & Midwifery Council, and in 2025 was appointed to the IPSO Standards Investigation Panel.

She is Chair of the Customer Influence Committee at The Pioneer Group, one of the UK’s highest-rated providers for customer satisfaction.

Janine is the author of two leading ASB resources – Effective ASB Case Management Principles and An Introduction to ASB for Social Housing Providers. She is also part of the BBC’s prestigious Expert Women list and is a sought-after keynote speaker, known for inspiring audiences with innovative approaches to tackling ASB and building safer, more inclusive communities.

Education & Qualifications

Janine’s academic qualifications include a Law Degree (LLB) from Keele University and a Post Graduate Certificate in Legal Practice from the College of Law Birmingham. She has also pursued specialised training, including qualifications in social housing, coaching, corporate governance, and education.

Janine’s commitment to continuous learning is exemplified by her completion of the SILP School accredited programme for conducting case reviews.

A Catalyst For change

Janine is a board member for Castle Vale Housing Association, providing advisory and governance support, to one of the UK's highest rated housing associations for customer satisfaction. She also acts as a Subject Matter Expert for the Met Police, advising on the use of civil interventions to tackle serious crime and other priority issues.
In January 2021, Janine published her first ASB textbook – Effective ASB Case Management Principles: a guide for social housing providers. Meet Katy Anderson

Katy Anderson is a Partner at G&B ASB Associates, specialising in anti-social behaviour (ASB), community safety, and multi-agency partnership working across local and national contexts. Through her consultancy work, she supports organisations with ASB case reviews, policy development, training, service improvement, and strengthening operational practice across housing and community safety services.

Experience & Contribution

Katy has over 20 years’ experience working across ASB and community safety roles within policing, local government, and national sector organisations.

She began her career within policing in an intelligence-focused role, supporting partnership working and operational responses to ASB, crime, and wider community safety issues. From there, she moved into local government, where she developed extensive experience managing complex ASB casework across prevention, early intervention, and enforcement, including the use of legal tools and powers.

Alongside frontline case management, Katy supported and oversaw officers and worked closely with police, housing providers, and partner agencies to respond to persistent and high-risk ASB cases within local communities.

She has since worked within national ASB and community safety organisations, contributing to policy development, practitioner support, and ASB Case Review best practice. Her work has included representing the sector within national policy forums and working groups, as well as supporting organisations across England and Wales to strengthen ASB Case Review processes and improve outcomes for victims.

Katy’s consultancy work includes:

  • Designing and delivering specialist ASB and community safety training
  • Leading independent service reviews
  • Chairing ASB Case Reviews
  • Developing and reviewing ASB policies and procedures
  • Supporting organisations to strengthen operational practice and partnership working

She is known for a practical, solutions-focused approach shaped by both frontline operational experience and national-level strategic insight, with a strong focus on what works in real-world settings to improve outcomes for victims and communities.

MADE THE PRESENTATION SO ENGAGING!

Janine provided training on the approaches, tools and powers available to tackle ASB involving young people to an in person multi-agency event we ran in September 2022. The event had approximately 50 attendees from a range of agencies including Warwickshire County Council, District and Borough Councils, Police, Youth Justice and Fire and Rescue. She provided a two hour input, followed by a question and answer session after the lunch break. Janine was very easy to communicate with from our initial enquiry to the event itself, and was happy to plan and adapt her session to meet our brief. We received very positive feedback from delegates on the day, with people commenting on the great job she did in making a long presentation slot so engaging. Feedback from the workshop session held after Janine’s input suggests partners will be looking to incorporate lots of her suggestions into their case management moving forward.”
